關于提供項目管理服務 (ASP) 招標資格預審和意向征集的公告
中國政府農(nóng)業(yè)部(GEF項目辦)與聯(lián)合國開發(fā)計劃署關于為以上項目提供項目管理服務的招標資格預審和意向征集事宜發(fā)布本公告。具體服務內容包括:
嚴格遵照聯(lián)合國開發(fā)計劃署“國家項目執(zhí)行手冊”及國家項目行動計劃(CPAP)的有關規(guī)則,遵守中國的有關法律、法規(guī)和政策,為該項目的財務管理、設備與服務采購、人員聘任以及有關項目報告等方面的實施和管理工作提供支持,從而確保該項目的成功實施。
1. 項目背景
中國是全球七個獨立的作物種質資源中心之一。為更好地借鑒國際經(jīng)驗,廣泛開展國際合作,農(nóng)業(yè)部通過UNDP向全球環(huán)境基金(GEF)申請了“作物野生近緣植物保護與可持續(xù)利用”項目.
本項目將消除保護農(nóng)業(yè)野生近緣植物的主要障礙,從而促進保護與生產(chǎn)的一體化,并保證全球的環(huán)境利益得到可持續(xù)的保護。
項目文件已于2006年12月經(jīng)GEF正式批準,于2007年5月由國家財政部、農(nóng)業(yè)部和UNDP三方共同簽字生效,項目自2007年6月開始實施,為期六年。
項目資金總額度為US$20,898,000,包括:GEF資助US$8,056,000,UNDP投資US$650,000,中國政府(MOA)配套US$5,982,000,以及地方政府配套資金US$6,210,000。
項目費用將主要用于國內/外專家聘用、培訓、分包合同、行政支持等項開支。
項目將綜合開展一系列活動。通過開發(fā)激勵措施、完善法律法規(guī)、加強能力建設(包括監(jiān)測能力的建設)以及提高保護意識等,消除對野生植物數(shù)量構成威脅的因素及其根源,使生物多樣性的保護與農(nóng)業(yè)生產(chǎn)相結合,促進中國農(nóng)作物野生近緣植物保護的可持續(xù)發(fā)展。從而實現(xiàn)以下產(chǎn)出/成果:
成果 1: 在八個省份建立野生近緣植物保護的可持續(xù)財政機制和其他激勵 機制的示范體系
成果 2: 完善并加強政策、法律法規(guī)體系,支持野生近緣植物保護
成果 3: 中央及地方的項目各方有足夠的能力保護野生近緣植物
成果 4: 建立監(jiān)測體系,提供有關野生近緣植物境況的及時、準確的信息
成果 5: 依據(jù)從試點省份獲得的經(jīng)驗教訓,逐步建立國家獲取和惠益分享體系
2. 任務
在項目預期的六年實施期內,提供以下幾方面的服務
? 項目計劃、報告及審計
? 專家聘任
? 培訓/研討會
? 服務與設備采購
以上各項任務以各方最終達成的合同文本為準。
3. 概算 (服務費的收取)
本分包的服務費按項目GEF經(jīng)費的年度實際支出金額的3%或以下核計,并從GEF項目經(jīng)費中提取。
4. 投標意向書
要求有意者首先提交一份投標意向書。
主辦方將從有意投標者按其項目實施和管理工作經(jīng)驗和業(yè)績情況篩選一份短名單,并邀請其參加投標(提交一份詳盡的投標報價書)。最終中標者將被委托承擔本項目的相關管理工作。因此,投標書中應包括對所規(guī)定的全部管理工作的報價。
本次招標的資格預審將按照以下標準進行:

既往經(jīng)驗 在項目管理領域從業(yè)至少3年以上;熟悉了解中國政府和GEF/UNDP的有關法規(guī)、政策及操作程序(特別是財務和合同管理)
相關業(yè)績 3年以上國際項目經(jīng)驗,特別是在項目管理和合同工里方面的經(jīng)驗
項目團隊主要成員 具有在相關領域內5年以上從業(yè)經(jīng)驗,特別是項目管理和合同管理;較強的溝通、協(xié)調能力;中/英文口筆譯熟練
公司財政狀況 業(yè)務穩(wěn)定,近三年來在中國從事項目管理工作業(yè)績突出。
投標意向書應包括以下文件:
1) 投標意向信
2) 公司簡介
3) 用二-三頁紙簡要描述多完成本項目管理工作的初步設想,內容包括時間、團隊安排,以及所遇見的問題等
4) 臨時性的報價
有關項目情況可以登錄全球環(huán)境基金網(wǎng)站進行了解。主辦方在進行篩選時將著重關注投標方的實際情況而不僅是書面表達,以及對項目任務的理解和所提出的措施,而不注重于華麗的公司宣傳品。
提請有意投標者在作出時間安排前認真考慮以下各點:
? 所需完成的各類賬目、報告等有關文件的種類、數(shù)量,以及不同文件之間的區(qū)別;
? 為完成各項任務所需的團隊成員,包括核心成員及臨時性人力資源;
? 所需進行的預備性研究及設計工作
? 所需預先與UNDP和農(nóng)業(yè)部項目辦進行的溝通
? 需要對項目實施情況、影響及瓶頸進行的預測
? 所需與之進行咨詢、溝通的,或將要與之進行協(xié)作的項目利益相關方,以及所需制定的時間計劃
? 為準備以上文件所需的時間,以及該文件的大小等
5. 投標報價
列入短名單者將被邀請?zhí)峤灰环轂橥瓿伤?guī)定的任務的投標(報價)書。具體的要求將在正式招標時通知。

Administrative Service Provider (ASP)
CALL FOR EXPRESSIONS OF INTEREST
UNDP China jointly with the Chinese Ministry of Agriculture calls for expressions of interest from organizations interested in providing the following services:
to support administrative implementation of all financial management, procurement, recruitment and reporting activities of the project strictly in accordance with UNDP National Execution and CPAP rules, and the national laws, regulations and policies of the People’s Republic of China, thereby ensuring the successful implementation of the project, thereby ensuring a success of the project.
1. Project Background
China is one of the seven independent centres of crop origin in the world. In order to learn from best practices abroad and promote intenational cooperation, the Chinese Ministroy of Abgriculture (herafter the MOA), in collaboration with UNDP, developed and applied to the Global Environmental Facility (GEF) a project entitled “Conservation and Sustainable Utilization of Wild Relatives of Crops in China”.
This project will eliminate barriers to the mainstreaming of conservation of wild relatives within the agricultural sector, thus promoting integration of conservation and production, and ensuring that the global environmental benefits secured thereby are sustainable.
This project was formally approved by GEF in December 2006. The project budget is US$20,898,000 including US$8,056,000 of GEF grant, US$650,000 of UNDP support, and US$5,982,000 of co-financing by the central government and US$6,210,000 by local governments.
The project budget will be used for subcontracts, training, international expert recruitement, administrative support and other aspacts concerning the project implementation (See the annexed table for a detailed annual workplan and budget for 2007) .
In May 2007, the project was countersigned by the Ministry of Finance (MOF, the focal point of GEF project in China), the MOA (the project executing agency, hereafter the EA) and the UNDP (the GEF project implementation agency, hereafter the IA). The Project will be formally launched in JuneJuly 2007 and is scheduled to last for six years.
The project will execute a combination of actions aimed at establishing sustainable sources of financial and other incentives for conservation, modification to the legal framework, enhancement of capacity building (including technical mornitering capacity)and awareness rising to address threats and root causes to the conservation of wild relatives and promote integration of conservation and production, thus ensuring the sustainablity of the conservation in China.
Five outcomes are designed to eliminate barriers to mainstreaming and underlying causes of threats to wild relatives:
? Generation of sustainable financial or other incentives for their conservation at the county level in eight provinces;
? Policy, legal and regulatory system supports conservation;
? Stakeholders at the central and local level have adequate capacity to conserve wild relatives;
? Accurate and timely information concerning the status of wild relatives is available and utilized; and
? Lessons and experiences from target provinces create conditions for replication and expansion of conservation programmes.
2. Tasks to be accomplished
Tasks to be accomplished within the expected 6-year duration of the project period include services relating to the following.
? Project Planning, Reporting and Auditing
? Expert/Consultant Recruitments
? Training and Workshops
? Procurement of Goods and Services
Specific duties and obligations are subject to a subcontract (or an agreement) to be reached by parties concerned.
3. Budget (Service Fees)
Service fees should be charged at a rate of no more than 3% of the actual delivery of and from the GEF grant per annum.
4. Expressions of Interest
UNDP CO requests in the first place brief expressions of interest.
Expressions of Interest will be assessed to select a shortlist of candidates who have sufficient relevant previous experience in the field of project financial management and a good performance record.
Qualifying (short-listed) candidates will be asked to provide detailed costed proposals. UNDP CO will be delegating the management of this component of the project to the successful candidate, so all management costs should be included within the budget proposals submitted.
Based on the information mentioned above, the Pre-Qualification shall be mainly based on the following criteria:

Background experience At least 3 years in the field of ASP; an in-depth understanding of policies and regulations of Chinese government and GEF/UNDP, in particular procedures and rules related to financial and contract management
Relevant experiences At least 3 significant international projects that included, among others, ASP and contract management
Qualification of Key Project Implementation Personnel Minimum 5 years experience in relevant fields with particular reference to ASP and contract management; excellent skills in consulting, communicating and coordinating, as well as adequate oral and written English/Chinese proficiency
Financial Status with stable business and outstanding achievement since the last 3 years related to ASP in China
The following documents are requested in the Expression of Interest:

6) Profile of the candidate organization
7) Two to three page summary, with approximate timing, of how the ASP would be executed, within the scope of these Specifications and what major implementation problems are foreseen
8) Provisional budget proposal
Candidates are advised to consult the UNDP/GEF Project Document (December 2006) before submitting their Expressions of Interest, which is available at GEF web-site: http://www.gefonline.org/projectList.cfm. Candidates are also advised that selection will be weighted towards substance more than presentation, and that UNDP will be looking for thoughtful approaches to the tasks rather than for glossy brochures.
It is stressed that when calculating approximate time requirements candidates should bear in mind:
? the number of different types of legers, reports and other documents to be made, their differences from each other;
? the number of team members, core and temporary, required for each task
? the extent of preparatory research and design work necessary
? the extent of preliminary consultations with the UNDP and the Project Management Office that will be required
? the likely range of aspects of project performance, impact and bottlenecks that will need exploring
? the extent to which various “stakeholders” will be consulted or otherwise involved and the time that will be necessary to achieve this
? the likely time that will be required for preparation of the various reports and their expected size, etc.
5. Costed Proposals
Shortlisted candidates will be invited to prepare costed proposals covering all tasks in detail according to an outline to be issued at the time of shortlisting.
6. Submission of Expressions of Interest
