燕達(dá)國(guó)際醫(yī)院醫(yī)療耗材招標(biāo)公告

燕達(dá)國(guó)際醫(yī)療（集團(tuán)）投資管理有限公司位于中國(guó)北京東衛(wèi)星城燕郊，地理位置優(yōu)越，距北京天安門30公里，距首都國(guó)際機(jī)場(chǎng)25公里。所屬項(xiàng)目共由五大板塊組成：燕達(dá)國(guó)際醫(yī)院、燕達(dá)金色年華健康養(yǎng)護(hù)中心、燕達(dá)醫(yī)學(xué)研究院、燕達(dá)醫(yī)護(hù)培訓(xùn)學(xué)院、燕達(dá)大酒店。其中的燕達(dá)國(guó)際醫(yī)院是一座大型綜合三級(jí)甲等醫(yī)院，共設(shè)置床位3000張，其中一期床位1008張，總建筑面積40余萬(wàn)平方米，是一座現(xiàn)代化、國(guó)際化、超大規(guī)模的醫(yī)療機(jī)構(gòu)，共分兩期開(kāi)工建設(shè)，燕達(dá)國(guó)際醫(yī)院的一期將于2010年６月1日開(kāi)業(yè)運(yùn)營(yíng)。現(xiàn)針對(duì)醫(yī)用耗材、醫(yī)用藥品的需求，面對(duì)國(guó)際國(guó)內(nèi)大型知名醫(yī)用耗材和醫(yī)用藥品的企業(yè)招標(biāo)公告如下：
China Yanda International Hospital Medical Supplies
Invitation for Bidding
Yanda International Health City is a comprehensive project established by investment of Yanda International Medical Investment Group which is under Yanda Group’s direct management. The Health City is located in Yanjiao， a satellite town east to Beijing. With gross investment of RMB 7 billion RMB and a total construction area of 1，060，000 square meters， Yanda International Health City consists of five subprojects， Yanda International Hospital， Yanda Golden Age Nursing Center， Yanda Medical Institute， Yanda Health ScienceTraining Center and Yanda Grand Hotel. Yanda International Hospital is a large-scale， modernized international hospital， which is built in accordance with the Level One Criteria under provision by the Chinese Ministry of Health. It can accommodate 3000 patient beds and its construction area is 400，000 square meters. The first phase of Yanda International Hospital will be put into official operation on June 1， 2010. According to the hospital’s needs for medical equipment， we hereby propose tender for the medical equipments as follows：
一、對(duì)投標(biāo)方的要求
I. Requirements for the Bidders
1.燕達(dá)國(guó)際醫(yī)院的醫(yī)用耗材和醫(yī)用藥品通過(guò)燕達(dá)國(guó)際健康城網(wǎng)站、中國(guó)招標(biāo)網(wǎng)等渠道直接公開(kāi)面對(duì)國(guó)內(nèi)外知名護(hù)理醫(yī)療器械和醫(yī)用藥品的企業(yè)進(jìn)行招標(biāo)。
The bidding for the medical supplies for China Yanda International Hospital is done openly and directly through the website of Yanda International Health City： www.yandaco.com， the Purchasing Website of Chinese Government， China Bidding Website， and so on.
2．燕達(dá)國(guó)際醫(yī)院醫(yī)用耗材、藥品招標(biāo)委員會(huì)也可直接將醫(yī)用耗材、藥品招標(biāo)公告通知醫(yī)療器械、耗材、藥品的企業(yè)投標(biāo)人（以下簡(jiǎn)稱投標(biāo)人）。
The Tender Committee of Medical Equipments for Yanda International Hospital will also notify， of the bidding bulletin， the bidder of the enterprises that produce medical equipments.
3. 燕達(dá)國(guó)際醫(yī)院醫(yī)療耗材的招標(biāo)公告期限共20天，即自2010年3月6日至3月25日止。超過(guò)招標(biāo)公告的期限，不再受理投標(biāo)人的投標(biāo)。
The allotted time for the bidding bulletin is 15 days， which is from February 1 to February 15， 2010. Bidding documents submitted beyond the deadline won’t be accepted.
4.凡具有相關(guān)資質(zhì)國(guó)內(nèi)外知名品牌的醫(yī)用耗材和醫(yī)用藥品的企業(yè)均可投標(biāo)。
World-renouned enterprises of large-scale medical equipments are qualified to bid.
5.分銷商和中間商及非醫(yī)用耗材和醫(yī)用藥品的企業(yè)，不得投標(biāo)。
Distributors， intermediaries and any enterprise that do not produce medical equipments are not to bid.
6.若醫(yī)用耗材和藥品生產(chǎn)企業(yè)不能夠直接投標(biāo)，可通過(guò)自身所屬的總代理或直銷機(jī)構(gòu)進(jìn)行投標(biāo)，但須由其醫(yī)用耗材和藥品生產(chǎn)企業(yè)開(kāi)具相關(guān)證明。
Provided that enterprises producing medical supplies should not directly bid， they shall bid through their geneal agents or direct selling institutions on the ground that the enterprises should produce relative certifications.
7.投標(biāo)人在投標(biāo)時(shí)須持營(yíng)業(yè)執(zhí)照、稅務(wù)登記證、生產(chǎn)許可證、代理證、國(guó)家相關(guān)注冊(cè)證等依據(jù)中國(guó)法律相關(guān)規(guī)定的有效證件。
Any bidders should have their valid documents， such as business license， tax registration certificate， and production license when bidding.
8.投標(biāo)人須具有獨(dú)立承擔(dān)民事責(zé)任的能力。
Bidders should have the capability of assuming independently civil liability.
二、投標(biāo)人在投標(biāo)時(shí)需注意事項(xiàng)
II. Notice Items for the Bidders
1. 投標(biāo)人在投標(biāo)時(shí)須注明醫(yī)用耗材和藥品的國(guó)別、企業(yè)名稱、器械耗材和藥品的類別、型號(hào)、用途等醫(yī)用耗材和藥品的相關(guān)技術(shù)指標(biāo)，并且標(biāo)明產(chǎn)品具有中文標(biāo)識(shí)。
Bidders should specify the revelent technical data of the medical equipments， such as： name of the country and enterprise， the categories of the equipments， model numbers， performances and so on.
2.投標(biāo)人根據(jù)燕達(dá)國(guó)際醫(yī)院的醫(yī)用耗材和藥品招標(biāo)需求，可打包或部分打包進(jìn)行投標(biāo)。所投標(biāo)的醫(yī)療耗材需進(jìn)行科學(xué)合理的配置并提供最新技術(shù)水平的醫(yī)用耗材和藥品。對(duì)部分醫(yī)療耗材能通用的設(shè)備則提供通用的。
Bidders may submit a packaged bid or partly-packaged bid in accordance with the needs of Yanda International Hospital. The medical equipment must represent the up-to-date technological level and the scientific and reasonable configuration. The general-purpose medical equipment and the integrated multi-functional medical equipment are preferred to be accepted.
3.投標(biāo)人在設(shè)備投標(biāo)時(shí)需采取技術(shù)和商務(wù)兩分離的原則，并注意確保容易識(shí)別。
Bidders should hold the principle of separation of technique and business in order to ensure the convenience of identification.
4.投標(biāo)人在醫(yī)用耗材和藥品投標(biāo)時(shí)，需把投標(biāo)書給予密封進(jìn)行投標(biāo)并通過(guò)快遞或直接送達(dá)等有效途徑把醫(yī)用耗材和藥品投標(biāo)書送達(dá)燕達(dá)國(guó)際醫(yī)院招標(biāo)委員會(huì)，對(duì)投標(biāo)書按規(guī)定給予簽收。
Bidders should seal the form of bidding and send it through EMS or direct delivery to the Tender Committee of Yanda International Hospital to accept according to the rules.
5.醫(yī)用耗材和藥品投標(biāo)書在按照相關(guān)要求的前提下需整齊、順序清楚、體現(xiàn)明了到位，否則為廢標(biāo)。
The form of bidding should， according to the requirments， be clear in neat order. Otherwise， it shall be abandoned.
6.醫(yī)用耗材和藥品的投標(biāo)書需是中文、英文各一份。
The form of bidding for medical equipments should be both in Chinese and English respectively.
三、招標(biāo)程序
III. The Procedure of Bidding
1.燕達(dá)國(guó)際醫(yī)院醫(yī)用耗材和藥品公告期滿后5日內(nèi)對(duì)投標(biāo)人進(jìn)行答疑。答疑后5日內(nèi)投標(biāo)人可再次進(jìn)行投標(biāo)，超過(guò)5日不再受理投標(biāo)人的投標(biāo)。
Within 7 days after the allotted time for bidding， the Tender Committer shall clarify the uncertainties of bidders. And within 5 days after the clarification， bidders are allowed to bid again. However， any bid will not be accepted after the expiration of that 5 days.
2.醫(yī)療耗材公告期滿答疑后10日內(nèi)，燕達(dá)國(guó)際醫(yī)院醫(yī)用耗材和藥品招標(biāo)委員會(huì)對(duì)各投標(biāo)人所投的標(biāo)書進(jìn)行綜合評(píng)價(jià)。對(duì)質(zhì)量、功能、使用方式、價(jià)格，品牌、付款方式進(jìn)行綜合比較后，產(chǎn)生招標(biāo)的初選入圍。
After the expiration of the allotted time and clarification， Tender Committee will， within 10 days， evaluate comprehensively the forms of bidding. After the comparison of quality， function， durability of equipments， usage of equipments， prices， after-sale service， the rationality of general medical equipments allocation， brand， and the method of payment， Tender Committee will decide which shall be qualified into the primary selection.
3.招標(biāo)初選入圍后，燕達(dá)國(guó)際醫(yī)院招標(biāo)委員會(huì)對(duì)初選入圍的醫(yī)用耗材和藥品企業(yè)進(jìn)行考察和調(diào)研。
The Tendder Committee will inspect， research and study the enterprises of medical equipments production that has entered into the primary selection.
4.經(jīng)考察和調(diào)研后，燕達(dá)國(guó)際醫(yī)院對(duì)符合標(biāo)準(zhǔn)的初選入圍投標(biāo)人的醫(yī)用耗材和藥品進(jìn)行第一輪的競(jìng)標(biāo)。
After the inspection， research and study， Yanda will hold a competitive bidding for those qualified enterprises that has entered into the primary selection.
5.經(jīng)第一輪競(jìng)標(biāo)后，若不能最終竟出中標(biāo)人，再進(jìn)行第二輪競(jìng)標(biāo)，以此類推，直至竟出符合燕達(dá)國(guó)際醫(yī)院標(biāo)準(zhǔn)的中標(biāo)人的醫(yī)用耗材和藥品。
After the first round competitive bidding， if there shall not be bidder accepted， another round will be held until there is medical equipments that shall comply to the requiremnts of Yanda International Hospital.
四、對(duì)招投標(biāo)的相關(guān)規(guī)定。
IV. Regulations for the Bidding
1.投標(biāo)人要本著實(shí)事求是、合法的原則進(jìn)行投標(biāo)。對(duì)所投的標(biāo)書和器械耗材、藥品要保持一致性，不得有虛假和誤導(dǎo)行為。一旦發(fā)現(xiàn)，將取消投標(biāo)人的投標(biāo)資格。
Bidders should follow the principle of respecting the truth and abide by the law and regulations when submitting a bid. The information in the bidding documents should be consistent with the real medical equipment. Any false or misleading information is forbidden and otherwise the relevant bidders will be disqualified.
2.投標(biāo)人對(duì)燕達(dá)國(guó)際醫(yī)院招標(biāo)委員會(huì)的成員不得有違背招標(biāo)法的不法行為，一旦發(fā)生以上行為，將被取消投標(biāo)資格。
Bidders，who take any form of illegal actions such as gifts-sending， feast-inviting，making promises，and so on，will be disqualified for bidding. will be disqualified for the current bidding and even for the future biddings.
3.因投標(biāo)人采取種種不法行為，中標(biāo)后，燕達(dá)國(guó)際醫(yī)院一旦發(fā)現(xiàn)將拒付其余款。投標(biāo)人違反以上相關(guān)規(guī)定，有嚴(yán)重不法行為的，將負(fù)刑事法律責(zé)任。
If the bidders take any illegal actions， Yanda International Hospital shall not pay the spare money， even if the bidding has been accepted. Bidders that should violate the above-mentioned prescriptions， and have serious unlawful actions， will face the charges of criminal law.
4.投標(biāo)人在投標(biāo)時(shí)，所送達(dá)的標(biāo)書，需經(jīng)招標(biāo)委員會(huì)兩人以上簽收，并經(jīng)最高負(fù)責(zé)人***
Bidding documents sent by the bidders should be signed by more than two members of the Tender Committee of Yanda International Hospital， the highest principal， and then sealed up.
5.投標(biāo)人所投的標(biāo)書，經(jīng)燕達(dá)國(guó)際醫(yī)院招標(biāo)委員會(huì)全體人員在場(chǎng)進(jìn)行集體開(kāi)標(biāo)，方可生效。其他開(kāi)標(biāo)行為，均為無(wú)效。
The bidding documents will be valid after all the staff present of the Tender Committee， and any other bid opening is invalid.

The particulars of medical equipments that required by Yanda International Hospital will be seen in the Detailed List of Bidding of Medical Equipments for China Yanda International Hospital. Our Website： www.yandaco.com
2.依據(jù)以上醫(yī)療設(shè)備招標(biāo)各條款的相關(guān)規(guī)定進(jìn)行招標(biāo)，中標(biāo)并產(chǎn)生燕達(dá)國(guó)際醫(yī)院所需投標(biāo)人的醫(yī)用耗材和藥品后再另行簽訂協(xié)議。
Bidding should be done according to the requirements mentioned above， and Yanda International Hospital will sign agreements with the accepted bidders.
3.此醫(yī)用耗材和藥品招標(biāo)公告為中文、英文各一份。
This invitation is in Chinese and English respectively.
