版權外刊項目單一來源公示

廣東省教育裝備中心教育采購管理辦公室（以下簡稱采購人），對版權外刊采購項目進行單一來源采購，現進行單一來源采購公示(公示時間2010年10月9日至2010年10月14日)，并邀請其他能夠提供滿足本項目采購需求并符合資格條件的供應商進行登記，報名登記截至日期為2010年10月14日下午五點。
一、根據《根據中華人民共和國政府采購法》第三十一條的規定，采用單一來源方式采購，須符合下列情形之一：
（一）只能從唯一供應商處采購的；
（二）發生了不可預見的緊急情況不能從其他供應商處采購的；
（三）必須保證原有采購項目一致性或者服務配套的要求，需要繼續從原供應商處添購，且添購資金總額不超過原合同采購金額百分之十的。
（四）法律法規規定的其他情形。
本項目版權外刊只能從唯一的產權所有人獲取，屬于上述規定的第1種情形，根據相關法律法規要求，進行單一來源采購公示。
