The Government of the People’s Republic of China has received a loan from Agence Française De Developpement (AFD) to finance Wuhan Existing Public Buildings’ Energy Rehabilitation Programme (thereafter called the “Programme”), and intends to apply part of the proceeds of this loan to payments under contract for design and construction of Wuhan municipal environment protection bureau office building, Wuhan Public Security Traffic Management Bureau office building energy rehabilitation program.  

INSTRIMPEX International Tendering Company entrusted by Wuhan Urban Construction Utilization of Foreign Investment Project Management Office (WUCUFIPMO), now invites eligible bidders to submit bids.

The turnkey service for the Wuhan municipal environment protection bureau office building, Wuhan Public Security Traffic Management Bureau office building,  energy rehabilitation program, undertaken as an Energy Performance Contract project, includes: (a) undertake the design & construction service on the basis of preliminary design. The retrofitting work includes structure of exterior wall, HVAC system, hot water supply system, power supply and distribution system, lighting system, and monitoring & control system. The project covers a total area of 38898  square meters and the construction period will last for approximately 150 days； (b) guarantee to achieve the required energy saving amount； (c) provide technical service and support, includes the training towards all levels of energy efficiency management staff.

The bidding process will be conducted in accordance with the procurement procedure regulated by AFD.

Interested bidders may obtain further information on the bid form and inspect the bidding documents from 9:30a.m. to 11:30a.m. (Beijing Time) and 1:30p.m. to 4:30p.m. (Beijing Time) on working days from August 18, 2014 to September 26, 2014 (Weekend and holidays excepted) at the office of the Procurement Agent. A complete set of bidding documents may be purchased by any interested eligible bidder on the submission of a written application to the above address and upon payment of a nonrefundable fee of USD400.- or RMB2,500.-(VAT included) for the documents.  For mail order, an extra USD40.- or RMB100.- express mail postage shall be added to the total charges which shall be paid to the Account of Procurement Agent.
All bids must be sealed and delivered to  Wuhan Construction Project Supervision Centre (Address: 4th  Floor, Citizen Building, No. 117 Jin Qiao Road, Jiang An District, Wuhan City, China) on or before 09:30 a.m. (Beijing Time) September 29 , 2014, and will be publicly opened at above mentioned address at the same time.

The estimated date of Contract Signature will be November 25, 2014.

1、中華人民共和國政府已取得法國開發署提供的一筆貸款，用于武漢既有公共建筑節能改造示范工程項目，并擬將利用其貸款資金用于武漢市環保局、車管所節能改造工程的設計施工。
2、中儀國際招標公司受武漢市城市建設利用外資項目管理辦公室的委托，現邀請合格的投標人提交投標文件。
項目建設內容：以“交鑰匙工程”方式提供能源管理服務：①在初步設計的基礎上進行施工圖設計和施工，工程內容包括圍護結構、空調輸配與控制系統等進行節能改造，改造總面積約38898平方米，建設期約150天；②擔保實現預定節能量；③實時提供技術服務和支持，包括針對各級能效管理的員工培訓。
3、該合同將根據法國開發署規定的采購程序進行招標。
4、有興趣的投標人可于2014年8月18日—2014年9月26日（上午9:30-11:30，下午1:30-4:30）在招標代理機構洽購招標文件并獲取進一步的信息。招標文件每份售價2500元，售出后恕不退還。如采用郵寄方式則須另加100元人民幣或40美元郵寄費并連同標書款一并匯至招標代理機構的賬戶。
