東湖高新區（即東湖新技術開發區，又稱中國光谷）全區面積518平方公里，2009年被國務院批準為全國第二個國家自主創新示范區，2016年獲批國家自由貿易試驗區，在雙自驅動的戰略背景下，光谷致力于打造具有全球影響力的創新創業中心，建設世界光谷。光谷文化中心作為東湖高新區規劃的重要公共建筑之一，是東湖高新區管委會貫徹落實習近平總書記和省市領導對光谷發展建設的重要指示精神，扎實推進光谷高質量發展，強化光谷文化引領功能而重點打造的標志性文化設施。

East Lake High-tech Development Zone (i.e. East Lake New Technology Development Zone, also called Optics Valley of China) covers an area of 518 square kilometers. It was approved by the State Council as the second national independent innovation demonstration zone in 2009, and was approved as a national free trade pilot zone in 2016. In the context of a dual-self-driven strategy, Optics Valley is committed to building a center of innovation and entrepreneurship with global influence and building a world Optics Valley. As one of the important public buildings planned for the East Lake High-tech Development Zone, the Cultural Center of Optics Valley is a landmark cultural facility built by the Management Committee of Wuhan East Lake Hi-tech Development Zone to implement General Secretary Xi Jinping’s and provincial and municipal leaders’ thought on the development and construction of Optics Valley, to promote the high-quality development of Optics Valley and strengthen the cultural guiding function of Optics Valley.

規劃建設光谷文化中心是光谷推進高質量發展的重要舉措，旨在滿足人民群眾日益增長的文化需求，落實中共中央辦公廳、國務院辦公廳印發的《關于加快構建現代公共文化服務體系的意見》，完善光谷公共文化服務體系，帶動文化產業鏈的發展。

The planning and construction of Cultural Center of Optics Valley is an important step to promote high-quality development of Optics Valley, which aims to meet the growing cultural needs of the public, and implement the “the Views on Accelerating the Construction of Modern Public Cultural Service System” published by the General Offices of both the CPC Central Committee and the State Council of China, improve the public cultural service system and drive the development of the cultural industry chain.

光谷文化中心將是一座現代化高標準的光谷文化新地標。為加快推進光谷文化中心的規劃建設，東湖新技術開發區管委會組織開展本次概念方案設計國際征集工作，旨在以國際化視野、前瞻性思維、創造性設計，指導光谷文化中心高水平規劃、高標準建設。

The Cultural Center of Optics Valley will be built into a modern and high-standard cultural landmark of Optics Valley. The Management Committee of Wuhan East Lake Hi-tech Development Zone organized this international request for proposal, aiming at high-level planning and high-standard construction of Cultural Center of Optics Valley with international vision, forward-looking thinking and creative design.

本次征集活動面向全球公開邀請具有相關建筑設計經驗的設計機構參與，歡迎全球優秀的設計機構遞交咨詢建議書。

This Request for Proposal (hereinafter referred to as RFP) openly invites design institutions with relevant architectural design experience from around the world to participate, and welcomes outstanding design institutions from around the world to submit their proposals.

1. Project Overview

1. Task: Conceptual design for Cultural Center of Optics Valley of China

1. 設計范圍：本項目位于湖北省武漢市東湖高新區（東湖高新區即中國光谷），項目用地東臨紫蘭路、南臨高新大道、西臨光谷三路、北臨九峰一路，總用地面積約21.74公頃。

1. Design scope: The project is located in Wuhan Donghu High-tech Development Zone (East Lake New Technology Development Zone, also called Optics Valley of China). The project site is adjacent to Zilan Road in the east, Gaoxin Avenue in the south, Guanggu San Road in the west, and Jiufeng Yi Road in the north. The land area is about 21.74 hectares.

1. Design objectives:

①本項目擬打造一處光谷文化中心新地標，通過規劃建設與光谷經濟發展水平相適應的文化綜合體，突出文化集群效應，滿足廣大群眾對美好生活的文化需求；

① This project intends to create a new landmark of the Optics Valley. By planning and constructing a cultural complex that is compatible with the economic development level of Optics Valley, it will highlight the effects of cultural clusters and meet the cultural needs of the public towards a better life;

②本項目擬打造一處促進文化交流的城市公共空間，為廣大群眾提供社會生活和文化體驗的理想場所，形成光谷乃至武漢東南片區的一張城市名片；

② The project intends to create an urban public space that promotes cultural exchanges, and provides an ideal place for social life and cultural experience for the general public, which will make the project a symbol of Optics Valley and even the southeast Wuhan area;

③本項目擬打造一處體現綠色環保、智慧高效、符合光谷文化發展特征及武漢市人文自然特征的地域建筑。

③ This project intends to build a regional building that embodies environmental protection, intelligence and efficiency, and that is in line with the cultural development characteristics of Optics Valley and the humanities and natural characteristics of Wuhan.

本次光谷文化中心項目的概念方案國際征集旨在面向全球公開征集具有前瞻性與創新性的建筑設計方案，通過對光谷文化中心項目進行概念方案設計，為光谷塑造一個富有城市活力及文化氣息的地標建筑。概念方案國際征集將作為下階段用地布局優化及建筑單體方案設計的指導依據。

This RFP aims to openly solicit forward-looking and innovative architectural design proposals from around the world, to create a landmark building full of urban vitality and cultural atmosphere for Optics Valley through the conceptual design of the Cultural Center of Optics Valley. The international proposals will be used as a guidance for the optimization of land layout and the design of individual buildings of the next stage.

1. Qualifications of Applicant

1. 應征人應為合法注冊的法人實體或由合法注冊的法人實體組成的項目聯合體，并具備如下條件之一：

1. The applicant shall be a legally registered legal entity or a consortium composed of legally registered legal entities and shall meet one of the following requirements:

① 中華人民共和國境內的設計機構須具有的建筑設計資質為建筑行業（建筑工程）甲級及以上資質；

① For design institutions in the People's Republic of China, the architectural design qualification of Class A or above in the construction industry (construction engineering) is required;

② 中華人民共和國境外的設計機構須具有所在國政府主管部門核發的企業注冊登記證明及所在國政府主管部門或者有關行業組織核發的設計許可證明；港澳臺設計機構的資格要求應參照境外設計機構資格要求的規定；

② For design institutions outside the People's Republic of China, it is required to hold a company registration certificate issued by competent government department of the country where it is located and a design qualification certificate issued by the competent government department of the country or relevant industry organization; the qualification requirements of design institutions located in Hong Kong, Macao and Taiwan shall refer to the qualification requirements of design institutions;

2、本項目接受聯合體報名（聯合體牽頭單位與成員數量合計不超過2家）。聯合體報名還需滿足如下條件：

2. The project applicant may be a consortium (the total number of consortium leader and members shall not exceed 2). Consortium applicant also needs to meet the following conditions:

① 聯合體各方必須簽訂聯合體協議書，明確聯合體牽頭單位和成員的權利義務；

① The parties to the consortium must sign a consortium agreement, specifying the rights and obligations of the leader and member of the consortium;

② 聯合體各方均應滿足應征人資格要求；

② The parties to the consortium shall meet the above-mentioned qualification requirements of applicants;

③ 以聯合體形式參加征集的，聯合體各方不得再單獨參加或者與其他應征人另外組成聯合體參加本次征集活動；

③ Any party to the consortium may no longer participate alone in this RFP or form a consortium with other applicants to participate in the RFP ;

3、除聯合體的成員外，參加征集的應征人之間不應存在關聯關系。

3. Except for members of the consortium, there should be no association between the applicants participating in the RFP.

四、應征人報名及《咨詢建議書征集大綱》的獲取

IV. Applicant registration and acquisition of RFP Outline

1、有意向參加本次征集活動的應征人應通過郵件進行報名登記（報名表詳見本公告附件，填寫完成后E-mail至指定郵箱），報名時間：2020年01月13日至2020年01月22日17:00（中國北京時間）。

1. The applicant willing to participate in this RFP shall register by email (see the Annex to the Announcement for the application form, and fill in the form and then email to the designated email address). The registration time is from January 13, 2020 to 17:00 on January 22, 2020 (Beijing time, GMT+8).

2、應征人報名表及報名資料以蓋章或簽字的PDF掃描版和DOC格式E-mail至郵箱Guangguwhzx@163.com，協辦單位收到后，將《咨詢建議書征集大綱》電子版文件發送給報名的應征人。

2 The application form and information of the applicant shall be emailed to the email address Guangguwhzx@163.com in the format of PDF (bearing seal or signature) and DOC. Hubei Zhongsheng Huijin Project Management Co., Ltd. shall send the electronic version of the RFP documents to the applicant upon receiving such application form and information of the applicant.

V. Proposal Submission

應征人應按照《咨詢建議書征集大綱》的要求編制《咨詢建議書》，包括商務文件、技術文件和演示文件三個部分，并在遞交截止時間2020年02月10日12：00前（中國北京時間）將《咨詢建議書》電子掃描文件發送至指定郵箱Guangguwhzx@163.com（收到咨詢建議書的時間以上述指定郵箱收件箱顯示的收件時間為準）。

The applicant shall prepare the Proposal according to requirements of Outline of RFP, which shall include the following three parts: business documents, technical documents and PPT documents, and submit the electronic version of the Proposal to the designated mailbox Guangguwhzx@163.com before 12:00 on February 10, 2020 (Beijing time) (The time of receiving the Proposal shall be the time when the email is received in the designated mailbox).

VI. Evaluation of proposals

1、咨詢建議書評選時間：2020年02月13日上午9:30

1. Evaluation time: 9:30 on February 13, 2020.

2、咨詢建議書評選地點：中國光谷科技會展中心3樓多功能廳（武漢市東湖新技術開發區高新大道787號）

2. Place of evaluation: Multifunctional Hall, 3rd Floor, China Optics Valley Science and Technology Convention and Exhibition Center (No. 787 Gaoxin Avenue, Donghu New Technology Development Zone, Wuhan)

3、本次征集活動將組織相關專家組成評選委員會對應征人的《咨詢建議書》進行評選。應征人咨詢建議書的匯報形式分為兩種，應征人可根據需要自行選擇咨詢建議書的匯報形式：

3 In this RFP, relevant experts will be organized to form an evaluation committee to evaluate the Proposals of the applicants. There are two presentation forms of the applicant’s proposal. The applicant may choose from the following presentation forms:

（1）現場匯報：應征人可派代表持有效的身份證明文件，在咨詢建議書評選時間當天上午09:30前至咨詢建議書評選地點，向評選委員會匯報其咨詢建議書；

(1) On-site presentation: The applicant may assign representatives with valid authorization documents to make presentation of the proposal to the evaluation committee at the place of proposal evaluation, and such representatives shall arrive at such place before 09:30 on the day of proposal evaluation;

（2）播放演示文件匯報：應征人未按時派代表現場匯報的，評選委員會視為應征人選擇“播放演示文件匯報”的形式，評選現場將自動播放應征人咨詢建議書中的演示文件電子版。

主辦單位鼓勵應征人選擇現場匯報的形式。

1. PPT presentation: If the applicant fails to assign a representative for on-site presentation on time, the applicant shall be deemed to choose a PPT presentation. The electronic version of PPT in the applicant’s proposal will be automatically played on the evaluation site.

The organizer encourages applicants to choose the form of on-site presentation.

4、咨詢建議書的匯報時間不超過10分鐘。所有應征人的《咨詢建議書》匯報完畢后，評選委員會將通過評選選出5家設計機構入圍，參加下一階段中國?光谷文化中心概念方案國際征集活動。

4. Presentation of the Proposal by the applicant shall be within 10 minutes. After the presentation of all Proposals, the evaluation committee will select 5 design applicants to participate in the next phase.

VII. RFP instructions

1. 本次征集活動共分為“咨詢建議書征集和評選”、“概念方案設計和評選”兩個階段進行。

1 This RFP shall be organized in the following two stages (“Proposal request and evaluation”, “Conceptual design and evaluation” ):

第一階段為“咨詢建議書征集和評選”階段，主辦單位面向全球設計機構征集項目《咨詢建議書》，通過對應征人遞交的咨詢建議書評選，選出5家設計機構入圍，參加下一階段“概念方案設計和評選”。

Stage I (“Proposal request and evaluation”): The sponsor invites design institutions from all round the world to participate in the RFP. Through the evaluation of the proposals submitted by the applicants, 5 design institutions will be selected to participate in the next phase selection.

第二階段為“概念方案設計和評選”階段，主辦單位擬定于2020年02月17日邀請5家入圍的設計機構來漢召開征集發布會，領取設計任務書、踏勘現場、參加答疑會，正式開始設計工作。5家入圍的設計機構須于2020年04月15日17:00時前提交成果至主辦單位指定地點（具體地點另行通知）。主辦單位將組織專家評選會（具體時間另行通知），設計機構須派項目負責人***

Stage II (“Conceptual design and evaluation” ): On February 17, 2020, five design institutions selected will be invited to Wuhan, to collect design assignment, survey the site, participate in question-and-answer meeting, and formally start the design. The five design institutions selected are required to submit their design to the place designated by the sponsor before 17:00 on April 15, 2020 (the specific place will be further notified). The sponsor organizes an expert comparison and selection meeting (the specific time will be further notified.). The design institutions are required to assign their project leader or main designer to Wuhan to report their design results. The design shall be compared and selected by experts, and submitted to the Management Committee of Wuhan East Lake High-Tech Development Zone to determine the ranking. The ranking-first design institution will get RMB 2.4 million Yuan (including taxes) as design compensation (bonus) , the second will get RMB 1.2 million Yuan (including taxes), the third will get RMB 800,000 Yuan (including taxes), and the fourth and fifth will respectively get RMB 500,000 Yuan (including taxes).

1. 應征人對應征方案享有署名權，經主辦單位許可后可通過傳播媒介、專業雜志、書刊或其他形式評價、展示其應征作品。主辦單位、承辦單位以及項目建設單位有權在本項目的設計中使用應征設計成果，主辦單位、承辦單位以及項目建設單位在本項目的方案調整綜合時可以全部或部分使用應征設計文件及設計成果，也可對其進行修改，主辦單位、承辦單位以及項目建設單位還可對所有應征成果印刷、出版和展覽，可通過傳播媒介、專業雜志、書刊或其他形式評價、展示、宣傳應征設計成果。

2. The applicant shall have the right of authorization. With the permission of the sponsor, the applicant may evaluate and display its works through media, professional magazines, books or other forms. The sponsor, organizer, and project construction units shall have the right to apply the proposed design results in the project design and shall also be entitled to use or modify part or all of the proposed design documents and design results. The sponsor, organizer, and project construction units shall also be entitled to print, publish and demonstrate all the proposed design results, and may evaluate, demonstrate and publicize the proposed design results through media, professional magazines, books and periodicals or other forms.

3、應征人應保證提交的應征設計文件及設計成果在中國境內或境外沒有且不會侵犯任何其他人的知識產權（包括但不限于著作權、專利權）或專有技術或商業秘密。應征人應保證，如果其應征設計文件使用或包含任何其他人的知識產權或專有技術或商業秘密，應征人已經獲得權利人的合法、有效、充分的授權。應征人因侵犯他人知識產權或專有技術或商業秘密所引起的全部賠償責任應由應征人承擔。

3. The applicant shall ensure that the submitted design documents and design results are not and will not infringe the intellectual property rights (including but not limited to copyright, patent right) or know-how or trade secrets of any other person within or outside the territory of China. The applicant shall ensure that the applicant has obtained legal, effective and full authorization from the owner of the intellectual property rights or know-how or trade secrets of any other person if the applicant’s design documents use or contain such intellectual property rights or know-how or trade secrets. The applicant shall bear all liabilities for compensation arising from the infringement of intellectual property rights or know-how or trade secrets of others.

4、應征人所獲的設計補償（獎金）的稅金（含中國境內、外應繳納的各項稅費）和在整個過程中發生的一切費用均由應征人自理。

4. The tax on the design compensation (bonus) received by the applicant (including all taxes payable within and outside China) and all expenses incurred in the whole process shall be borne by the applicant.

5、本次征集活動中的所有文件及往來信函均應使用中文書寫。

5. All documents and correspondence in this RFP shall be written in Chinese.

6、參加本次活動的應征人均被視為承認本公告的所有條款。

6. Applicant who participate in this activity are deemed to acknowledge all the terms of this announcement.

7、本次征集活動及相關文件的最終解釋權歸主辦單位所有。

7. The sponsor reserves the right to interpret the RFP and relevant documents.

8、本次征集活動本身及與本次活動相關的文件所適用的法律和法規僅為中華人民共和國的法律和法規。
