坦桑尼亞Karema港碼頭及疏浚工程建設資金已落實，根據項目建設需求，對工程需用的物資進行招標采購。本項目擬用的鋼筋已具備招標條件，現采用電子化招標投標方式進行公開招標，招標人為XIAMEN ONGOING GROUP CONSTRUCTION COMPANY LIMITED。

 

 

Funding has been secured for the construction of Design And Build For Karema Port On Lake Tanganyika-Kigoma. According to the construction requirements of the project, the rebar needed for the project shall be purchased by bidding, and now the electronic bidding method shall be adopted for public bidding. The bidder is XIAMEN ONGOING GROUP CONSTRUCTION COMPANY LIMITED.

1.1 項目概況Project Overview

 

 

本工程位于坦桑尼亞西部與剛果共和國交界處,坦噶尼喀湖東岸。擬建Karema港距kigoma內湖港約400km，距達累斯薩拉姆港約1300km，距離卡塔維地區省會Mpanda市約120km。本工程為新建鋼板樁碼頭及陸域形成項目，主要工程內容有鋼板樁碼頭、港池及航道疏浚、后方堆場及道路、防波堤、輔助建筑物輔助建（構）筑物等。

 

 

The project is located on the eastern bank of Lake Tanganyika, on the border between western Tanzania and The Republic of Congo. The proposed Karema port is about 400km from Kigoma Inner Lake port, about 1300km from Dar es Salaam port, and about 120km from Mpanda City, capital of Katawi region. This project is a new steel sheet pile wharf and land area formation project, the main project content includes steel sheet pile wharf, harbor pond and channel dredging, rear yard and road, breakwater, auxiliary building auxiliary construction (structure), etc.

 

 

1.2 招標內容The tender content

 

 

本次招標內容為鋼筋，鋼筋詳細規格型號等見附表。

 

 

The bidding content is rebar, and the detailed specifications and models of rebar are shown in the attached table.

2. 投標人資格要求Bidder qualification requirements

 

 

（1）在坦桑尼亞境內依法登記注冊，符合項目經營范圍，能夠獨立承擔民事責任、具有獨立企業法人資格；

 

 

Registered in Tanzania in accordance with the law, in line with the project business scope, able to bear civil liability independently, with the status of an independent enterprise legal person;

 

 

（2）遵守坦桑尼亞法律、法規，具有良好的信譽；并在人員、設備、資金等方面具備相應的能力；

 

 

Abide by Tanzanian laws and regulations, and have good reputation;And have the corresponding ability in personnel, equipment, funds and other aspects;

 

 

（3）具有履行物資供應合同的能力和良好履約記錄；

 

 

Ability to perform material supply contracts and good performance record;

 

 

（4）具有良好的資金財務狀況；

 

 

Having good capital and financial position;

 

 

（5）投標人需在投標文件中明確注明鋼筋品牌，供貨過程中如與投標文件中品牌不一致，招標人有權終止合同；

 

 

The bidder shall clearly indicate the rebar brand in the bid documents. If the brand in the supply process is inconsistent with that in the bid documents, the tenderee shall have the right to terminate the contract;

 

 

（6）本次招標物資發票開具方式為一票制，投標人應具備開具可抵扣稅率為18%的EFD receipt；

 

 

The material invoice for this tender shall be issued on a one-ticket basis, and the bidder shall be able to issue EFD RECEIPT with a deductible tax rate of 18%.

 

 

（7）代理商需有廠家的授權許可或銷售資格證明，本次招標可接受同一廠家的多家授權投標人，并且提供鋼筋廠的質量管理體系認證證書鋼筋的出廠檢測報告；

 

 

The agent shall have the manufacturer's authorization license or sales qualification certificate. This bidding can accept multiple authorized bidders from the same manufacturer, and provide the factory's quality management system certification certificate of rebar factory's factory inspection report;                                                                      

 

 

3. 投標人注冊Bidder registration

 

 

凡通過資格審查有意參加本次投標的合格投標人，須注冊成為中國交建物資采購管理信息系統（http://ec.ccccltd.cn/en）的在冊供方，并選擇參與本次投標。（新注冊時推薦單位請選擇中交海洋建設開發有限公司；如已注冊且推薦單位為其他公司，請選擇增加合作單位中交海洋建設開發有限公司） 

 

 

Any eligible bidder who passes the qualification examination and intends to participate in this tender shall be registered as a registered supplier of China Communications Construction Materials Procurement Management Information System (http://ec.ccccltd.cn/en) and choose to participate in this tender.

4. 招標文件的獲取Acquisition of bidding documents

 

 

投標人于2021年2月14日11:00至2020年2月20日16：00通過遠程登錄電子化平臺：中國交建設備物資采購管理信息平臺（http://ec.ccccltd.cn/en）點擊參與并下載招標文件。

 

 

The bidder shall log on the China Communications Construction Equipment and Materials Procurement Management Information Platform (http://ec.ccccltd.cn/en) remotely from 11:00 on February 14, 2021 to 16:00 on February 20, 2021 and click to participate and download the bidding documents.

 

 

5. 投標文件的遞交Submission of tender documents

 

 

 本次招標采用線上開標的方式，投標人通過遠程登錄電子化平臺（網址：http://ec.ccccltd.cn/en）上傳投標文件。 

 

 

The tender will be opened online, and the bidder will upload the tender documents through the remote login electronic platform (website: http://ec.ccccltd.cn/en).
      投標時間為：2021年2月20日16:00至 2021年2月23日 16 ：00分。遞交時間即為上傳成功時間，逾期未上傳成功的投標文件，招標人不予受理。投標截止時間即為開標時間。

 

 

The bidding time is from 16:00 on February 20, 2021 to 16:00 on February 23, 2021. The submission time is the successful uploading time. The bid inviter will not accept the bid documents that fail to be uploaded after the deadline. The bid closing time is the bid opening time.
