Tender project description: Procurement of Sodium metabisulfite for CNMC Deziwa Copper-Cobalt Mine Project (Tender documents No.: SOMIDEZ-BIDDING-2022-P13). Tenderee: SOCIETE MINIERE DE DEZIWA SAS (hereinafter referred to as tenderee). The funds of this tender project come from self-raised funds, and the proportion of capital contribution is 100%. The project has met the tender conditions and is now open for inviting tenders.

1.2.1本次招標(biāo)公告在剛果金（以下簡稱“剛果金”）相關(guān)媒體發(fā)布，公開邀請潛在投標(biāo)人參與投標(biāo)。由于近期新冠疫情原因?qū)е聵?biāo)書國際間傳遞不便，招標(biāo)人將以視頻會議的形式，組織投標(biāo)人在剛果金科盧韋齊開標(biāo)、唱標(biāo)。評標(biāo)地點(diǎn)為招標(biāo)人會議室（迪茲瓦礦區(qū)-科盧韋齊）。評審結(jié)果將在相關(guān)媒體公示。

The tender announcement is issued in the relevant media of the R.D.CONGO (hereinafter referred to as "DRC"), and openly invites potential tenderers to participate in the tender. Due to the inconvenience in the international delivery of tenders due to the recent Covid-19 epidemic, the tenderee will organize tenderers in Kolwezi (DRC) in the form of a video conference to open and announce all tenders. Tender evaluation will take place at the tenderee’s boardroom (Deziwa mine, Kolwezi). The Tenderee will review all tender documents at the tender evaluation site in DRC in accordance with the tender evaluation methods specified in this tender document. The evaluation result will be published through relevant media.

L’annonce de l’appel d’offres est publiée dans les médias concernés de la R.D.CONGO (ci-après appelée « RDC ») et invite ouvertement les soumissionnaires potentiels à participer à l’appel d’offres. En raison des inconvénients dans la livraison internationale des appels d’offres en raison de la récente épidémie de Covid-19, le soumissionnaire organisera des appels d’offres à Kolwezi (RDC) sous la forme d’une vidéoconférence pour ouvrir et annoncer tous les appels d’offres. L’évaluation des appels d’offres aura lieu dans la salle du conseil d’administration du soumissionnaire (mine Deziwa, Kolwezi). Le Tenderee examinera tous les documents d’appel d’offres sur le site d’évaluation de l’appel d’offres en RDC conformément aux méthodes d’évaluation des appels d’offres spécifiées dans le présent document d’appel d’offres. Le résultat de l’évaluation sera publié par l’intermédiaire des médias pertinents.

The bidding documents prepared by the bidder and the communication with the bidding process shall be written in any two languages, Chinese, English and French. 迪茲瓦礦業(yè)股份有限公司擬為中色剛果（金）迪茲瓦銅鈷礦項(xiàng)目進(jìn)行2022年焦亞硫酸鈉的采購，采購數(shù)量為預(yù)估量。采購方式為投標(biāo)人DAP交貨至招標(biāo)人指定地點(diǎn)。招標(biāo)人每批次實(shí)際交貨數(shù)量根據(jù)采購合同約定適當(dāng)調(diào)整，單價按合同注明的DAP單價執(zhí)行。

SOCIETE MINIERE DE DEZIWA SAS intends to carry out procurement of Sodium metabisulfite for CNMC Deziwa Copper-Cobalt Mine Project in 2022, and the procurement quantity is estimated. The incoterm applied in this tender is DAP to the place designated by the tenderee. The actual delivery quantity of each batch shall be adjusted appropriately according to the contract, and the unit price is executed according to the DAP unit price stated in the contract.

SOCIETE MINIERE DE DEZIWA SAS a l’intention de procéder à l’achat de l'Le métabisulfite de sodium  pour le projet minier de cuivre-cobalt CNMC Deziwa en 2022, et la quantité d’approvisionnement est estimée. L’incoterm appliqué dans le cet appel d’offres est DAP à l’endroit désigné par le soumissionnaire. La quantité réelle de livraison de chaque lot doit être ajustée de manière appropriée en fonction du contrat, et le prix unitaire est exécuté en fonction du prix unitaire du DAP indiqué dans le contrat.

備注：投標(biāo)人以預(yù)估數(shù)量進(jìn)行投標(biāo)報價，訂立合同時，買方可以結(jié)合經(jīng)濟(jì)運(yùn)輸方案，對采購數(shù)量適當(dāng)調(diào)整，但投標(biāo)DAP單價不予調(diào)整。

Remarks: The Tenderer quotes with the estimated quantity. When entering into the contract, the buyer will adjust the purchase quantity in accordance with the economic transportation plan, but the unit DAP price of the tender shall not be adjusted.

Contract signing method: The final contract is signed by the successful tenderer and the Tenderee. The winning tenderers will sign contracts with the Tenderee (end-user) according to the " Letter of Tender Acceptance". Tender documents, tenders from the winning tenderer and their clarification or supplementary documents shall all used as the basis for signing the contract.

Méthode de signature du contrat : Le contrat final est signé par l’soumissionnaire retenu et le Tenderee. Les soumissionnaires gagnants signeront des contrats avec le Tenderee (utilisateur final) selon la « Lettre d’acceptation de l’appel d’offres ». Les documents d’appel d’offres, les appels d’offres de l’soumissionnaire gagnant et leurs documents de clarification ou complémentaires sont tous utilisés comme base pour la signature du contrat.

5) The name of the legal person on the qualification certificate of the Tenderer shall be identical to that on its business license, a clarification document shall be provided in the case of discrepancy, but it must guarantee that the name on the qualification certificate is substantially the same enterprise as that on the business license.

10）The bid winner shall perform the contract in accordance with the «LES RÈGLES APPLICABLES À LA SOUS-TRAITANCE DANS LE SECTEUR PRIVÉ» of DR Congo: Local companies/institutions are required to register their subcontracting qualifications with the DR Congo subcontracting authority; offshore companies/institutions are required to apply for exemption qualifications with the DRC subcontracting authority after receiving the contract.

5.2投標(biāo)人可于2022年2月17日前，每天09：00至 17：00（盧本巴西時間，節(jié)假日除外）,通過電匯從招標(biāo)人處購買招標(biāo)文件(收現(xiàn)金)。招標(biāo)文件每份售價為200美元,售后不退，投標(biāo)人需將報名資料（銀行匯款底單+公司營業(yè)執(zhí)照）發(fā)送至招標(biāo)人郵箱（liaojan@somidez.com）。

Tenderers can purchase the Tender Documents by way of telegraphic transfer (cash will be accepted) from 09:00 to 17:00 (local time in Lubumbashi, except for public holidays) before February 17, 2022. The price of each Tender Documents is USD200 and not refundable, and Tenderers shall send its information (bank remittance + business license) to the e-mail address （liaojian@somidez.com）of the Tenderee.

Les soumissionnaires peuvent acheter les documents d’appel d’offres par transfert télégraphique (l’argent sera accepté) de 09h00 à 17h00 (heure locale à Lubumbashi, sauf jours fériés) avant le 17 février 2022. Le prix de chaque document d’appel d’offres est de 200 USD et n’est pas remboursable, et les soumissionnaires doivent envoyer leurs informations (envoi de fonds bancaire + licence professionnelle) à l’adresse e-mail (liaojian@somidez.com)du Tenderee.

5.3 招標(biāo)人收到資料并確認(rèn)后,通過郵件形式發(fā)送電子版招標(biāo)文件,不提供任何紙質(zhì)招標(biāo)文件。
Upon receipt of the information and after confirmation, the Tenderee will send the copy of Tender Documents through e-mail and will not provide the Tender Documents in hard copy.
