Procurement Requirements: 

合同履約期限：本項目服務期限為2025年1月1日起至2025年12月31日。本次采購工作完成前由原服務單位繼續履行服務，如本次中標人非原服務商，則新中標人按照中標金額的月平均費用支付給原服務商2025年1月至本年度服務合同簽訂之前的相應服務費用。

The Contract Period: The service period of this project is from January 1, 2025 to December 31, 2025. Before the completion of this procurement work, the original service unit shall continue to provide services. If the winning bidder is not the original service provider, the new winning bidder shall pay the corresponding service fees to the original service provider based on the monthly average cost of the winning bid amount from January 2025 to the signing of the service contract for this year.

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：浦東新區鎮級以上主干河道水質自動監測站（岸邊站）運維包件2專門面向小微企業采購，評審時小微企業產品均不執行價格折扣優惠。浦東新區鎮級以上主干河道水質自動監測站（岸邊站）運維包件1專門面向中小企業采購，評審時中小企業產品均不執行價格折扣優惠。（2）殘疾人福利性單位，并將其視同小微型企業。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: Pudong New Area town level and above main river water quality automatic monitoring station (shore station) operation and maintenance package 2 is specifically targeted at small and micro enterprises for procurement, and during evaluation, small and micro enterprise products are not subject to price discounts. The operation and maintenance package 1 for the automatic monitoring station (shore station) of water quality in the main river channels at or above the town level in Pudong New Area is specifically purchased for small and medium-sized enterprises. During the evaluation, no price discount will be implemented for products from small and medium-sized enterprises. (2) Welfare units for disabled people and treat them as small and micro enterprises.

(c)本項目的特定資格要求：（3）須系我國境內依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
（4）本項目不允許轉包。
