(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，支持中小企業發展：本項目是專門面向中小企業采購，評審時，中小企業產品均不執行價格折扣優惠。（2）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；（3）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策。(4）購買國貨政策：本項目不接受進口產品。

(c)本項目的特定資格要求：（3）須系我國境內依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
（4）具有建筑工程施工總承包三級及以上資質；
（5）具有安全生產許可證（有效期內）；
（6）擬派項目負責人具有建筑工程專業二級及以上注冊建造師執業資格，具備有效的安全生產考核合格證書，且未擔任其他在建的建設工程項目的項目負責人***
（7）業績要求：無；
（8）其他要求：無。

(c)Specific qualification requirements for this program:(3) It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own names);
(4) Have the qualification of general contracting of construction projects at level 3 or above;
(5) Have a safety production license (within the validity period);
(6) The person in charge of the proposed project has the professional qualification of a registered construction engineer of grade 2 or above in construction engineering, has a valid safety production assessment certificate, and has not served as the project leader of other construction projects under construction;
(7) Performance requirements: none;
(8) Other requirements: none.
