      The Lanzhou Rail Transit Co., Ltd. has receiveda loan from the Kreditanstaltfür Wiederaufbau (hereinafter referred to as “KfW”) toward the cost of theLanzhou Urban Rail Transit Line 2Phase I(hereinafter referred to as “the Project”) under the Loan Agreement dated 18 December 2019 (hereinafter referred to as “the Loan”),and intends to apply part of the proceeds toward payments under the Contract for which this Invitation for Bids is issued. Disbursement of the Loan by KfW will be subject in all respects to the terms and conditions of the Loan Agreement. No party other than Lanzhou Rail Transit Co., Ltd. shall derive any rights from the Loan Agreement or have any right to the Loan proceeds.

      蘭州市軌道交通有限公司已收到Kreditanstaltfür Wiederaufbau(以下簡稱“KfW”)根據2019年12月18日的貸款協議(以下簡稱“貸款”)為蘭州市城市軌道交通2號線一期工程(以下簡稱“項目”)提供的貸款,并打算將部分資金用于支付本投標邀請書所針對的合同項下的款項。除蘭州市軌道交通有限公司外,任何一方均不得從《貸款協議》獲得任何權利或對貸款收益享有任何權利。

      1. Bidding is open to Bidders following KfW’s eligibility requirements and the relevant provisions contained in the Bidding Document.       
      根據KfW的資格要求和招標文件中的相關規定,投標對投標人開放。

      Lanzhou Rail Transit Co., Ltd. (hereinafter referred to as “the Employer”) now invites sealed Bids from prospective eligible Bidders for the Lanzhou Urban Rail Transit Line 2, Phase I - Package Two: Rolling Stock & Depot Processing Equipment.

      蘭州市軌道交通股份有限公司(以下簡稱“業主”)現就蘭州市城市軌道交通2號線一期工程第2包:車輛及段場工藝設備,邀請潛在合格投標人進行密封投標。

      Plant and installation services shall be tendered and contracted as one contract. All domesticand imported goods and services shall be included in the Bid, with the Contractor being responsible and accountable towards the Employer.     
      設備和安裝服務應作為一份合同進行投標和承包。投標書中應包含所有國內和進口貨物和服務,由承包商直接對業主負責。

      1.1  The bidder shall also meet the following qualification requirements:

      投標人應滿足以下資格要求:

      (1)The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as RMB 90 million orforeign currency equivalent for the subject contract(s) net of the Bidder’s other commitments

      投標人應證明其有權獲得或有權使用流動資產、無負擔不動產、信貸額度,以及其他財務手段(獨立于任何合同預付款),扣除投標人的其他承諾,足以滿足標的合同的施工現金流要求,預計為9000萬元人民幣或等值的外幣。

      (2)The registered capital of the Bidder shall not be less than RMB 200 million or foreign currency equivalent (the exchange rate shall be subject to the spot exchange selling price first published by the Bank of China on the date of the announcement of Tender).

      投標人的注冊資本不少于2億元人民幣或等值外幣(匯率以招標公告之日中國銀行公布的即期匯率賣出價為準)

      (3)The audited balance sheets or, if not required by the laws of the Bidder’s country, other financial statements acceptable to the Employer, for the last three (03) financial years shall be submitted and must demonstrate the current soundness of the Bidder’s financial position based on the following criteria:: that is Liquidity ratio ≥ 1.1, Indebtedness ratio ≤ 80%。

      應提交最近連續3個財年經審計的資產負債表,或者,如果投標人所在國的法律沒有要求,業主可接受的其他財務報表,并且必須根據以下標準證明投標人財務狀況的當前健全性:即流動比率≥1.1,負債率≤80%。

      (4)Minimum annual turnover of the amount in RMB 450 million or foreign currency equivalent, for the last three (03) financial years, calculated as total certified annual payments received for contracts in progress and/or completed.

      Bank credit certificate is issued by a commercial bank not older than three (03) months at the deadline for submission of Bids.

      最近連續3個財年的最低年度營業額45,000萬人民幣或等值的外幣,計算為在建和/或已完工合同的總認證年度付款。

      (5)The Bidder shall have at least five (05) years of design and manufacturing, delivery, testing and commissioning experience for passenger rolling stock in urban mass transit systems since January 1, 2016.

      自2016年1月1日,投標人應至少具有五(05)年城市軌道交通車輛設計,制造,交付,測試和調試的經驗。

      The Bidder, inclusive of its subcontractors, shall have at least five (05) years of design and manufacturing, delivery, testing and commissioning experience for engineering vehicles similar to those required under this Contract in urban mass transit systems since January 1, 2016.

      The Bidder, inclusive of its subcontractors, shall have at least five (05) years of design and manufacturing, delivery and installation experience for Train washing plant similar to those required under this Contract in urban mass transit systems since January 1, 2016.

      (6)The Bidder shall provide at least one (01) reference contract to demonstrate its management and operational experience in proactively addressing ESHS risks in urban mass transit projects. Alternatively, the Bidder may provide at least three (03) other contracts with a brief description of experience in dealing with similar ESHS risks.

      (7)Availability of a valid certifications or internationally recognized equivalent: Quality Management certificate ISO 9001, Environmental management certificate ISO 14001:2014 and Health and Safety certificate OHSAS 18001 or ISO 45001.

      1.2  Personnel requirements of the bidder

      (1)ESHS project manager, 10 years in designing and monitoring the implementation of ESHS management plans for construction works,  5 years of similar work experience

      (2)Project Manager shall have corresponding qualifications, have more than 15 years of work experience, be engaged in urban rail transit Rolling Stock and similar Rolling Stoke projects for more than 8 years, and served as the project manager of the reference of two or more urban rail transit Rolling Stock and similar Rolling Stock.

      項目經理:應具有相應的任職資格,有15年以上工作經驗,從事城市軌道交通車輛及類似車輛項目工作8年以上,擔任2個及以上城市軌道交通車輛及類似車輛業績的項目經理。

      (3)Technical Manager: Responsible for project management of engineering vehicles and processing equipment, familiar with installation and commissioning procedures of urban rail transit engineering vehicles and processing equipment, with more than 10 years of working experience and 5 year in similar works experience,. Served as the Technical Manager of the reference of two or more urban rail transit engineering vehicles or processing equipment, who will have intermediate title or above.

      技術經理:負責工程車輛及工藝設備的項目管理,熟悉城市軌道交通工程車輛及工藝設備安裝調試工作程序,具有10年以上工作經驗和5年類似工作經驗。擔任2個及以上城市軌道交通工程車輛或工藝設備項目的技術經理,具有中級職稱或以上。

      (4)Each System design engineer of Rolling Stock: more than 8 years working experience in urban rail transit Rolling Stock and similar Rolling Stock projects, with three or more urban rail transit project metro Rolling Stock design experience, who will have intermediate title or above.

      車輛各系統設計工程師:從事城市軌道交通車輛及類似車輛項目工作8年以上,具有3個及以上城市軌道交通項目地鐵車輛設計工作經驗具有中級職稱或以上。

      (5)The bidder shall have one business person and undertake the post of community liaison officer in ESHS management, with 5 years or more working experience. Personnel from China shall have CET-6 certificate and proficient oral communication ability. Personnel from outside China need to understand in local language.

      投標人須配備一名商務人員并承擔ESHS管理中社區聯絡官員職務,具有5年及以上工作經驗。來著中國境內的人員需具有國家英語六級證書,且具有熟練的口語交流能力,來著中國境外的人員需理解當地語言。

      (6)RAMS Manager: Serve as RAMS Manager or principal in charge of one or more urban rail transit projects. Intermediate title or above. 5 year in similar works experience.

      2. A brief description of the facilities to be procured is given below, and details are provided in Section VII “Employer’s requirements”.

      2.1 Rolling Stock

      A "Design & Build" contract is adopted for ten (10) sets of six-car metro trainsets. The Contract includes the Contractor’s final rolling stock design, software development, component and rolling stock manufacturing, delivery to and final assembly on site, onsite storage and transportation, software deployment, component and system testing, integration testing and commissioning to acceptance, as-built and system documentation, training, the 24-month defects notification period and the concurrent 24-month warranty period. The Contract further includes the relevant equipment and materials for the interfaces with integrated monitoring and control system, the platform doors, the signalling and train control system, and with the traction and low-voltage power distribution.

      2.2 Depot Processing Equipment.

      段場工藝設備

      A "Design & Build" contract is adopted for depot processing equipment and an engineering vehicle as listed below. The Contract includes the Contractor’s final design, software development, equipment manufacturing, delivery to and final assembly, as and if required, on site, onsite storage and transportation, software deployment, as and if required,component and system testing, integration testing and commissioning to acceptance, as-built and system documentation, equipment training, the 24-month defects notification period and the concurrent 24-month warranty period. The Contract further includes the equipment and materials for the relevant design, operational and softwareinterfaces.

      3. Bidding will be conducted by means of the International Competitive Bidding procedure with qualification in accordance with the KfW Guidelines for the Procurement of Consulting Services, Works, Goods, Plant and Non-Consulting Services in Financial Cooperation with Partner Countries (“KfW Procurement Guidelines”) using a single-stage two-envelope Bidding Procedure.

      投標將根據KfW與合作伙伴國家金融合作咨詢服務、工程、貨物、設備和非咨詢服務采購指南(“KfW采購指南”)采用一階段二信封程序通過國際競爭性招標進行。

      4. KfW requires that Bidders and Contractors, as well as Borrowers, under Contracts funded with KfW Loan observe the highest standard of ethics during the procurement and execution of such Contracts. In pursuance of this policy, KfW:

      7. All Bids must be accompanied by a Bid Security in original, the amount of Bid Security is EUR 500,000.00.

The Qualification and the Technical Bid Documents will be opened in the first session of Bid opening, in the presence of the prospective Bidders’ representatives who choose to attend, immediately after the Bid submission deadline has passed.
